Yes, but I think it should be three times 30 minutes. The total amount of normal time would still be 90 minutes. And any extra time periods should be 10 minutes. I wonder how a penalty shootout should be implemented, because I can't imagine it to become a '1 field player vs 2 goalkeepers' situation', not to mention that 5 rounds of penalties would take way too long because each round would take 6 kicks each instead of 2 (each team taking a penalty against both opposing goal keepers; 3 teams × 2 opponents = 6 penalties per round. This could be addressed by letting one team take two penalties at two goals shortly after each other; one against each goalkeeper. The shape of the field could make this work in order to not require a second referee, because one penalty is taken while the referee is in position between the corners of both penalty boxes, and turns toward the other box to watch the second penalty being taken.
I remember a kind of experimental match being played on a regular football/soccer field by 3 professional club teams from (I believe) Italy once. That was a long time ago (I think sometime in the late '90s. This worked differently though. If I'm not mistaken, the clubs participating in the match were AC Milan, Udinese and Internazionale (not entirely sure which one was the third team, though). There were 3 periods of 45 minutes and each team played one period against one opponent and the other against the second from the opposing side on the field. If there was a tie after one period, the two teams that played in this period would take a special kind of shootout that was similar to the shootout format once implemented in the former NASL competition in the United States, which looked like shootouts are taken in ice hockey. During this shootout, the ball would be at 35 meters from the goal and the field player would have 7 seconds to dribble towards the goal and score, while the goalkeeper could move like they would during regular gameplay, but had to wait on the goal line before running until the field player touched the ball. If the player would score outside of the 7 seconds, the attempt would count as a miss. I was particularly impressed by the implementation of the dribble shootouts, because it looked like it had much more to do with playing football against a goalkeeper than regular penalties, not to mention that the goalkeeper's chances looked fairer. I wish they would introduce it in football/soccer regularly by replacing penalty shootouts by this. This way the winner of a knockout match wouldn't be decided by some sort of lottery.

If there are only 3 teams in a group, this is far better than the round-robin. First it saves time, and second it is fairer.

yeah ofcourse I didn't say I'm special or anything. We tried playing it once but at the end it was just 2 vs. 1 and keeping scores was a nightmare.
