You can create a management VLAN and assign ip on it in each ONU.

Sir epon 4 port olt hanging after power outage on ground , most customer don't porvide backup to onu so when power resumes olt hang sometimes and need to be power reboot. Any solution ? My olt has proper power ups backup

MAC Flapping means reciving same MAC from diffrent interface. Most of time it is Layer 2 Loop. You have to solve Layer 2 Looping problem to solve MAC Flapping issue. Always keep you ONU Firmware updated.
