I don’t see how WJ is at fault for what happened at the airport in Costa Rica. It sounds like it was more of an airport issue with debris on the runway, with the Costa Rican officials coming onto the plane to do a security search and wanting to do a passport verification of one of the flight attendants. This was not a delay due to mechanical problems or anything within WJ’s control. Sounds like they are looking for WJ to pay them some money. When you travel, things happen that are not always within your control or the airlines’ control, you need to build in contingency plans into your travel plans.
There is a duty of care by the airlines. The initial issue (passport verification) was a controllable issue. Debris was a controllable issue (by the airport). Onboard security check also controllable (by the airport). Duty hours controllable by the airline. That said, it does not give the passengers carte blanche pick of any hotel. They can be accommodated for reasonable costs... $1500 seems a tad steep.
Westjet did absolutely nothing wrong in this case they followed protocol which is the excellent standard they operate by. And I would much rather be delayed for someone having to clean debris off the runway than not waiting and potentially having a catastrophic outcome.
