Under this arrangement, shareholders will receive one share of ITC Hotels for every ten shares of ITC they hold.

Yes, If they have gone for a IPO and list their demerger stocks then this high valuations will help them to net huge amount for the parent company. But in this case they have issued shares to their investors only and so the high valuations will help ITC investors only.
