I think British govt didn't arrest Gandhiji before 1922 as he was on the way of non-cooperation and non-violence which couldn't be considered as criminal offence . @@bijendraprasadsah4398 what about the ottomans was Abdul Hamid 2 not a khalifa and political head of the state and along the lines of religion a Khalifa is person who is political and religious head both ....yes the power of khalifa had reduced but the state were not led by the khalifa with out any politices that cant be possible if the state has to be maintained
