What Axe is doing is essentially a type of Money laundering, and depending on how it is executed and the intent of execution can be considered tax avoidance or tax fraud and maybe even Racketeering.

But that is why people and companies setup shell companies in tax Haven's or places that allow for anonymous incorporations that are used to hold cash in bank accounts. You can then either invest the cash or spend it in otherwise legit businesses that you control to clean it, or have a corrupt banker or representative issue you a "loan" using the money. The loan process in this scenario is probably the most straightforward process.
