My father has Saturn 12th house. No delay in marriage. No coldness. Infact none of the planets you mentioned are good in the 12 house. I feel one’s karma and good intentions tide over the astrological chart. It’s a roadmap. Not an end destination.
Good for him and your family! Thats a good mindset to have for sure, However there are chances Saturn is not in 12th or can be badhaka, they do good in 12th, sometimes birth time correction is required if events in life dont match the chart, many many factors at play! Wish you the best 👍

I have my Exalted chara atmakarak Sun (4th lord) Mercury (5th lord) in 12th house. No doubt foreign lands, loss of job, eye problem. But I aim only for isht love. Love for bakti is immense coz of my 4th lord whos also my atmakarak gone in moksha house. Due to Mercury I do love reading, physiological talks, intuitive power, vivid or lucid dreaming is constant.

interesting.. I have 7th house lord Jupiter in 12th house. My husband and I both got married late (we were both averse to arranged marriages and somehow no such meeting worked out), we met each other absolutely by chance and fell in love. In our relationship, we dont keep much expectation from each other, which keeps things simple and pure.
Jupiter controls aakasha tattva, it will always work to bind the marriage and maintain it unless it becomes afflicted or blocked

There is no connection in the ritual you want to do and the placement there, Sun is MKS there, you need different remedy for that

Libra ascendant. Lagna lord venus in 12H in Virgo debilitated. Nearly 40 and unmarried and have had lots of issues with relationships since young.
DEBILITATED venus alone cannot be the reason for not getting married. Rishi parashra has also said that Venus is exalted in 12rh house of kaal purush kundali. Also almost 90% of the cases neecha is cancelled because of various rules for neech bhanga.
Certainly there are other reason in your chart for not getting married.
Believe me I have seen many charts where native has got married with venus debilitated in 12th house Virgo.
How about someone with Saturn in the 12th in the Laguna chart and Venus in the 12th house in navamsa chart

neṣṭā planet can give marriage if it is not inimical to the 12th Lord. One usually gets married in the antrar dasha of the planet in the 12th house or the 12th lord itself.
