Yes, this is Hello Project. It was a subgroup of Morning Musume, along with Mini Moni and Pucchi Moni. This particular video, however, is a special case because it was the only song released by this line-up. If you search for other songs by Tanpopo, you'll see different girls singing in different styles. It can be confusing if you're not familiar with Morning Musume's generations.

The limit was actually 150 cm or shorter. Mika was 150 when she joined. Still, Konkon was WAY too tall for MiniMoni. She was the tallest of the Gokkis, I think.
Tanpopo wasn't the "mature" group - they were the "elegant" group. If first generation Tanpopo seemed mature, it's because Morning Musume as a whole was more mature then. Think back to "Summer Night Town" and "Daite HOLD ON ME!"
I know! I was like... "Oh sweet, baby Jesus! This isn't Tanpopo!" To tell the truth, I never liked Rika, and with all the others gone and her being the only veteran... They've been killed... Although, I wish Konkon would have joined Tanpopo earlier, I think she would have fit into it better than Rika!
I see no evidence as how this is remotely like Tanpopo. =_____= That's terrible. I mean the song isn't terrible, but it's far, far from Tanpopo material.
