Would'nt it be better if you lifted wheel the side you are adjusting brakes, so as you can spin wheel while adjusting ??? ie,, lift wheel, adjust so wheel is hard to spin ,,, then back off adjustment so wheel is free... This way you wont over adjust and wear out pads prematurely .... After you do the above, and you have bake pedals at different heights ,, you then have to adjust the brake rods etc to correct the height difference.... Just something to think about......
You are correct. The manual says jack it up and adjust till there is a slight amount of drag on each wheel. Then adjust difference in height with clevis on left side.

Is it rare for pads to wear out ? I have one with 4000 hrs brakes are iffy on a hill but rather than tear into it I’ll try this thanks

Your supposed to lock the pedals together driving on the road or if you don't need to use them separately
