There is one important fact I think you forgot to mention. That being a cartoon can only last as long as it's episode length. Given that the standard 1930-50 cartoons anywhere from 4-8 minutes (depending on who made it and what for) you only need to last that long. Or here is an even crazier long shot concept: just bring in another cartoon character from the same general time period and let them duke it out while you try to escape. I personally would bring Jerry the mouse. And i do not know whether to give props or be disappointed that you did not say the dress up in disguise gag to direct them somewhere else.

When you were in the Macys, you could of put the make up on your face. Then when Cartoon Cat comes after you, just tell him that whoever it was chasing isn't here and point him in the wrong direction. Cartoon Cat will be fooled and will say thanks before running in the direction you pointed. Then you use that time to run. It always works in cartoons.

You will have incredible strength and then boss music starts playing and you start fighting, you win and you realise there were cameras and everyone was watching you then you become a national hero then you hear your alarm clock.
I'm not sure if those tricks would canonically work on cartoon cat. But this was amazing and entertaining to watch! Now you know that you can't tell someone that something cartoon-related can't be scary! Henderson certainly has talent to be able to create creatures that are both likable and terrifying at the same time. Cartoon Cat is the second famous next to Siren head, with Longhorse in third place.

Here's another way to distract Cartoon Cat;
He may be a cartoon, but he's still a cat, so if you're lucky enough, you could end up in a pet store. You'll likely find a section of cat toys, so you may find a wind up mouse.
In cartoons such as Tom and Jerry, the cat will chase the mouse. So if the Cat is near, the mouse would be a good decoy to distract him, but you'd have to make good use of the limited time you have before Cartoon Cat quickly realises that the mouse is fake.

A banana peel might work since cartoons are notorious for slipping on them. If there's no bananas around try the classic change in clothes to point them in the wrong direction. You could also use the black paint to paint a hole in the floor or use a mirror to get them running in the wrong direction. If the area still has electricity try shocking them, trap them in a freezer or running around a solid object in circles gag.
There's alot of ways you can distract or "harm" a toon.

2. As I mentioned, Cartoon Cat takes the form of whatever you think of it as, thus making the concept of it similar to a Boggart (from Harry Potter), which you can use to your advantage.
3. Ok, this last one might be a bit of a long shot, but if Cartoon Cat is a _demon,_ then... (see where I’m going with this?)
* sigh* What I’m saying is this: If you have knowledge of a certain someone (cough cough *octocube* cough cough), theeeeen, Cartoon Cat might think that if you knowledge of him, then you have the ability to contact him, and, of course, it (Cartoon Cat) wouldn’t want to be permanently banished to non-existence, now would he. (Ok, yeah, that might seem just a _bit_ sadistic, but remember that this is Cartoon Cat you’re dealing with here, so you have to fight fire with fire (The fire, of course, being fear.). Also, told you it was a long shot. Lastly, the thing about the entire being permanently banished to non-existence thing is that any guardian with authority over someone/something(?) has the ability to do that, or the short term for it, known as “firing”.)
