With or without best people, dpsu's problem is management and lack of drive on part of project managers. By the time they get into the job streamlining the work to assemble the fighter jets, they get transferred or they retire.
The rules are such that they manage defence production the same as chocolate factory. They don't necessarily see your expertise in a particular assembly technology, but rather total count of years from the moment one joins the organisation. That's self defeating.
