Maybe I am wrong, I heard Vertical Pod Autoscaler. What was explained is done by Horizontal Pod Autoscaler.
At 0:31 he says HPA. If he says otherwise later, he misspoke.
Will consolidation take care of no downtime for that reassigned pods
Many important details are not named. For example, how spot instances are managed by Karpenter vs. managed groups in EKS, or how the updates of nodes should be managed in the case of nodes managed by Karpenter?
Look at the latest aws reInvent. Your queries are all answered there.
And Yes, all that is managed by Karpenter with some configs.
