honestly this is the best of a good character without cheese that some of the other top tiers do ( examples are red deku doing too much dmg, hawks just being too heavy hitting and hard to hit, rapid bakugo movement being waaay too much as well)

It looked like neither, in my opinion. As a new player, sometimes it's hard to differentiate a downed person from a dead body. The Toga likely thought the Uraraka was downed but not dead and tried to confirm it. You can see they stop shooting the second the body disappears.
Only buff i want on tech shoto is for his alphas ice to increase in size when his levels increase. So at lvl 9 he could make bigger ice on the ground🤷♂️
My favorite part about Tech Todoroki's kit is the explosion going through walls. Spent too much time as a Tech Dabi main trying to perfectly space my gamma through walls to hit teams that were camping and this is just that to the extreme, I live for punishing people who think it's safe to heal in a building
You really don't want to be in a building with a Tech Shoto any building he enter automatically become his domain and if you try to fight him in there well... Oh boy.
in a world where FB deku's and CT dabi's are running around and MG CTR shiggy are running wild tech shoto is a real breath of fresh air he's solid scaring people off from chasing him with his gamma good alpha and the beta is just *chefs kiss* a good but not broken quirkset a nice surprise from the usual good to broken sets we usually get

Why do some teammates try so hard to steal your loot? There's plenty of gold chests to find instead of just wasting everyone's time. It just ruins the team synergy too because I instantly don't want to work with you as the game goes on.
If I'm correct from my frequent Tech Shoto matches, for the ice explosions, Beta only increases explosion size while Alpha only increases explosion damage! Someone correct me if this is wrong!
I don't understand your thinking of what characters are ok. In the past you complain about the all might Splash damage but you think this guy's moves are ok even though the range of everyone of his attacks is way bigger than that, you don't even have to aim

Tip about the the beta is the explosion size is based on how big the ice is which stops at lvl 7 so is recommend leveling beta to only 7

Upgrading beta gives bigger explosion and upgrading alpha gives explosion more damage
