If his name is Ibrahim it is better to address him by his full name even if they personally go by that name. This is an individual reciting Allah's glorious book and part of aadaab is to address them corrcetly.

It’s a Saudi cultural cloth style. They generally wear white but the style is from the Saudi culture. It’s not a sunnah of the prophet pbuh. The prophet wore a toppee at times. The prophet pbuh wore a imamah (turban)at times and also a toppee under the imamah at times.
Follow the prophet pbuh not the Saudis.
