I don't see the point either. Can anyone explain to me the point of using a weed brush to churn up the dirt at the side of the road and leave it there? (And sometimes fill the ditch).
The point of it is to cut the edge of the road back in to shape in those places where the maintenance has been sloppy for some time so that the growth on the edges has created turf which can be hard to get at with a scraper, like under guard rails and such. We have that problem here where I live now, and no easy way to get to it. This would have made easy works of that problem.
