From what ive read a while back if it's done right it's sort of like getting a haircut but it takes about 6 to 18 months to grow it back. Mellow was still a baby when her wings were clipped so she has plenty of time to get them recover.
You can let them out together and let them play together. Just keep a close eye on them but most of the time cockatiels and budgies get along together well.

They molt yearly it's how they keep their feathers healthy

I just might do that. I noticed the budgies get jealous everytime Mellow comes out of her cage
