It depends, sometimes you can hold it long time and just smash it with max power. When closer to goal, it's better to have around medium power. Near the goal minimum power is great, especially when facing a rushing goalkeeper.
It does sometimes bicycle kicks yes, but if you do get a high Okocha it'll often do the scorpion. Because your player has more time to run so that the ball gets behind the player. Might require more attempts and more skills to combo. 2-3 skills is usually enough. Reverse step overs can be done 2-3x in just seconds, that's why it's so useful.
