TLJ used to stream Sea of Thieves a bunch some years ago, and they'd find people to sing at in the game. Or just sing to the viewers now and then. One time when they played this song, just at the line "I wish you safe landing", you could see Dave crash the ship in the background. It was hilarious, and completely ruined the somber mood :D

This is classic British folk singing. JD is from Bristol and thats an English West Country accent.
It's actually a very mild Bristolian accent. For a more full-on (but still comprehensible) example, watch Aardman Animations War Story (available on YT) - he sounds just like my father-in-law!

JDs Voice, especially in Songs like this, is like a caress or a warm loving hug. One of of my alltime favorite voices for sure. But also keep in mind - he is usually singing the bass if he isn't the lead and you can feel/hear that , especially in concert.
Oh and this song was the "closing" song of ther concerts for quite a while :)

A few answers for your questions: the band is from Bristol, UK; the song is Scottish in origin but now predominantly associated with Irish folk music. The instrument Robbie's playing is a harmonium, a reed instrument kinda similar to an accordion or pump organ. And JD (singing lead here), when he's not singing lead, usually sings bass, so he can definitely do "oomph" when he wants to.
