If they howl they are trying to locate or bring their pack together( or trying to comfort someone down or they do it if they are happy and having fun)
The amount of random stuff they do is funny and it’s good, it shows there actually friends how they do random things and still find it funny just because the other did it.

Not exactly, some wolves have managed to somewhat "bark". Akin to how foxes do it. It's just incredibly rare
