try this build for shorekeeper :
4cost - HP/CritDMG (one with the better substats you won't sacrifice much damage with HP).
3Cost - one HP and one ER because after getting ER on each eco's susbstats with decent rolls you can reach 230 ER and her buff maxes out at 250 but you get 10% from her liberation and 10% from her eco hence 250ER.
just focus on getting ER on all her ecos since thats the most valuable part for her then you can focus on lib dmg, HP and crit dmg then you'll have a perfect shorekeeper with her maximum dmg output potential.
