Who knows what will happen in a month from now concerning the COVID-19 situation. I'm gonna guess that Thailand won't force the festival to be canceled. Based on current numbers, your overall risk of death is very low, especially if you're a healthy and young individual. However, the fact that you would be in very close contact (less than a meter) with people from all over world who might be asymptomatic, getting soaked with water that'll splash off of / get into people's faces and possibly mix with saliva (transmission of viral particles), possibly being drunk (alcohol affects the immune system), the duration of exposure and other factors, would absolutely increase your risk of infection. If you look at all the ways to protect yourself from viruses that cause these types of respiratory illness, you'll see that the festival goers are pretty much doing the opposite.
