How to adjust the manual lawn mower cutting height

There are infinite adjustments that you can make to a Liberal hand push reel mower HP-16. You can adjust the normal cutting height by using the adjusting brackets at each side frame of the mower.
Depending on the length of grass you are cutting you may want to adjust the cutting height of the lawnmower. This can be done by raising or lowering the cutting height roller.
To adjust the cutting height, pull the cutting height adjustment brackets on both sides away from the mower body. Afterwards, move them lower position or upside way to adjust the cutting height. Importantly, make sure both knobs are in the same height at both sides.

When it is adjusted at top most level, grass level will be minimum or maximum, please explain, thanks

When brackets are adjusted at top level, less height of grass wil cut. On the opposite, if bracket are adjusted at low level then shorter grass wil cut.
