God cannot just come down. He established that Man has dominion on the earth (Genesis), while He has dominion in Heaven. God does not dishonour His Word and the systems He set up. It is humans, demons and satan that don't honour God's Word. God has honoured His Word by bringing Jesus in human form through the Holy Spirit in Mary.
If he came down as fully God, we won't be able to relate to him on human form. How many times have you gone through tough times and you felt no one understood your situation. Because he came in human form, he can relate to us because he felt our pain and we can relate to him because he became one of us.
