How would you fix a header and footer? It seems to only ever let me do it for one layer

the reason could be layer groupings/nestings. if you follow the structure from the playground file (www.figma.com/community/file/1264585242933729790/Responsive-nav-header), hopefully it should resolve the issue. if you'd like you can also share your file with me and i'll take a look
