This vessel was returned to service. It remains to be seen if I will perform the internal inspection at the next out of service (OOS) interval. Mr. Eric

What does it mean to clean off the weld?

To buff off the weld and HAZ with either a hand wire brush or in this case powered grinder with a wire wheel. This removes debris, mineral and process scale. Mr.Eric
