Depends on number of tickets in pack. Colorado has it where you only guaranteed $100 for 20s, $150 for 50s, 40-50 for 50s and now 30s for $5s. I still think you might have your numbers wrong.

I am in Washington state and we have a $30 ticket called $25 million cash blowout. Every pack has one $500 winner in it. If you chase a new pack until you hit the $500 then quit, you win an average of $150 every time. Has to be a new pack which is easy to find early in the morning if pack was sold out the night before. This works for $5 tickets pack size 60 if they have a guaranteed $100 winner. Some $5 games do, some dont. Have to check website to know. Even works with some $2 tickets but average win amount is not worth the chase.
I highly doubt a $25 ticket would have a guaranteed winner of $500 unless it has like 50-60 per pack. Because if that was the case, I would already be rich already.
