I don't feel she is weak. However, it was the creator who wanted to focus on other characters, which delayed her development. I believe that a few fans linked her to Sakura as being weak and useless.

At least with Urano Metria, Lucy can make sure that the attack connects, where as with the CSK there's a chance he'd disappear before a decisive blow could be landed.
