I also have those bags. Its thevmost common bag over here in Germany. You don't need to unclip 3 buckles. You can leave the long one for the shoulders clipped an only open the one over the top. You don't have to fasten the long strap down in the middle. But if you want to use it, just push it in an out down there. The rolling and closing of the top works independently of that long strap.
I also have the same panniers and use them the same way you do. In fact I just checked the manual on line and it appears that they have been fastened according to the instructions. I will how ever try this alternative way of fastening them to see if it works. Worth a try.
Ortlieb rear bags can be closed with one clip - if you look at the side clips you will see that they match up so you dont need to use the front strap or the top clip and if you had done a proper review of the bags you would have known this

I do know it's possible but then what is the point of the side clips. So I used the bag as designed and reviewed it as such.
@@OneLessCarClosed the long strap is for having a shoulder strap for all I know. The bags work totally fine without that strap.
