I'd argue that Won't Stand Down absolutely had a theme. Especially visually. Compliance's music video ties in with the dystopian futuristic theme, and the masks. And now we have Will of the People with masks, and the destruction of a corrupt society. I think Will of the People ties the other two together very beautifully, adding to the individual narratives, while also creating a whole narrative.

I’m enjoying it but I’m very puzzled as to how they put the pieces together the way they did. Like it slaps but it slaps in so many different places it’s almost mentally exhausting to come up with the words “this song slaps”
It’s only ripping off if you claim it’s your original work, which I don’t think Muse or rather Matt Bellamy would be one to finish off a song with Chopin’s Nocturne op9 and be like “yep, that was all me!”
It’s reminiscent of Revolt but I think that song is putting effort into trying to implement a different mood overall with the change in tempo/feel from the verse to the chorus section.
This song is definately partly Marilyn Manson's "Beautiful People" and I think it was very intentional. I saw someone mention that Marilyn Manson was struggling recently with legal stuff so this might be Muse's way of supporting him since he would automatically be credited as a writer here.

Well no, I meant more that there’s examples of song parts “borrowed” from Rage Against the Machine there’s an interesting similarity between two songs off Absolution to two songs off of Dream Theater’s octavarium, but I can’t confirm nothing about that and I only point these things out because I care haha
