देशविहीन हिंदू का दर्द
जी मैं असम का रहने वाला हिंदू हूं। मेरे बाप दादा हिंदुस्तान में मर खप गए, यहीं राजाओं को देखा, अंग्रेजी हुकूमत से लड़े और देश की आजादी भी देखी। मेरे बाप दादाओं ने आजादी का जश्न मनाया, गीत गाए, नाचे। यह देश सदियों सदियों से मेरा है, मगर इन दिनों मैं देशविहीन हिंदू हूं।
हुआ दरअसल यह कि हमारे यहां एनआरसी हुई। मुझे लगा कि यह तो बाहरी लोगों को निकालने के लिए हो रही है, मैं सदियों से यहां रह रहा हूं, मेरा क्या होगा, मुझे कौन निकालेगा? मगर बस मैं यहीं पर गच्चा खा गया। मैं कागज जमा करने जाता, तो लंबी लंबी लाइने देख कर लौट आता था। दरअसल मुझे काम पर भी जाना होता था। बच्चे छोटे और बीवी बीमार। रविवार को छुट्टी मिलती थी, तो सरकारी ऑफिस बंद होते थे।
जब साथ काम करने वालों ने जोर डाला तो मैं एक दिन की छुट्टी करके लाइन में लगा। सुबह से शाम तक लगा रहा। नंबर नहीं आया। मगर टोकन मिल गया। अगले दिन की भी छुट्टी करली और लाइन में लगा। शाम को छह बजे मेरा नंबर आया। पता चला कि वोटर कार्ड और लायसेंस नहीं चलेगा। सन 71 से पहले का कोई कागज लगेगा। अब मेरा परिवार तो गरीब था। मकान खरीदा नहीं। किराये पर रहे, तो मकान मालिक ने रसीद दी नहीं। दी भी होती तो कौन अबेरता है पुरानी रसीद? जीवन बीमा कराया नहीं क्योंकि इतना फालतू पैसा किसके पास है। नियम कानून से रहे, तो कोई मुकदमा भी 71 के पहले हमारे किसी परिवार वाले पर नहीं लगा। वोटर लिस्ट में बाप दादों का नाम रहा होगा, मगर कौन वोट डालने जाए? वो तो जाते नहीं थे। नाम वोटर लिस्ट से भी कट गया। मैंने यह सब समझाने की कोशिश की, मगर बाबू ने मुझे हकाल दिया। मैं कोशिश करके कई कागज लाया, मगर एक कागज पर मेरा नाम अंग्रेजी में अलग तरह से लिखा है और दूसरे में अलग तरह से। दिलीप लिखने के लिए एक बाबू ने लिखा डी आई एल आई पी। दूसरे बाबू ने लिखा डी आई एल डबल ई पी...। मेरी कई महीनों की मेहनत मिट्टी हो गई।
आखिरकार वही हुआ जिसका मुझे डर था। मेरा और मेरे परिवार का नाम एनआरसी की लिस्ट में नहीं आया। अब पड़ोसी मुझे अजीब नजर से देखते हैं। कुछ लोग ताने मारते हैं और मुझे बांग्लादेश भेजने की बात करते हैं। मैं चाहता हूं कि गृहमंत्री अमित शाह लोगों को बताएं कि मैं इसी देश का नागरिक हूं मेरे बाप दादा इसी देश के हैं। मगर इसकी बजाय वे कह रहे हैं कि नया कानून लाकर जितने हिंदू बांग्लादेश, अफगानिस्तान या पाकिस्तान से आए हैं, उन्हें नागिरकता देंगे। मैं हिंदू जरूर हूं, मगर यहीं का हूं। मेरे लिए यह बेइज्जती की बात है कि मुझे बाहर से आया बताया जाए। इस तरह अगर मुझे नागरिकता मिल भी गई तो क्या मुझ पर एक ठप्पा नहीं लग जाएगा कि मैं बाहरी हूं? फिर मेरे लिए यह भी डूब मरने की बात है कि मुझे दोबारा नागरिकता अहसान की तरह दी जाए। अरे ये देश मेरा है, मैं सदियों से यहां का हूं। तुम कौन होते हो, मुझे यहां का नागरिक घोषित करने वाले।
मेरे साथ ये नाइंसाफी और ये अपमान का बर्ताव क्या इसलिए कि मैं गरीब हूं, कागज पेश नहीं कर पाया, अफसरों को रिश्वत नहीं खिला पाया? हिंदुओं के हिमायती होने का नाटक करने के लिए आपने मेरी इज्जत दांव पर लगा दी। आपको मुसलमानो के साथ जो करना हो सीधे सीधे करो मेरी आड़ लेकर क्यों करते हो? कभी सोचा कि मेरी हालत असम में क्या है। अगर आप देश भर में यह सब करोगे तो मुझ जैसे करोड़ों गरीब हिंदुओं की क्या हालत होने वाली है? किस गरीब के पास कागज सारे कागज होते हैं? मुझे तो यही लगता है कि मेरी सरकार पागल हो गई है। नहीं तो इतने अजीब काम क्यों करेगी? बैठे ठाले गरीब हिंदू को लाइन में लगाना और फिर एक हाथ से उसकी नागरिकता छीन कर दूसरे हाथ से एहसान करते हुए उसे नागरिकता वापस दे देना तो पागलपन ही है। ऐसा वही कर सकता है, जिसे अपने नागरिकों से, अपने हिंदू भाइयों से बिल्कुल भी प्यार ना हो, उनकी बिल्कुल भी पीड़ा ना हो।

Let's look at CAA + NRC issue from the following example :-
In case of Assam NRC the cut off date for producing relevant documents was 25-03-1971. There could be a similar date for nationwide NRC.
RAM and RAHIM are poor, landess people who have been living for generations in India. But in the process of filing documents for NRC, both fail to produce requisite documents. But RAM , being a Hindu, will get citizenship under the CAA 2019 by merely filing a declaration ( even false) that he is a persecuted Bangladeshi/Pakistani . But RAHIM will be exculded for being Muslim ( although living in India for generations like RAM) and declared as illegal migrant, and not considered as citizen of India and thus worthy of being put in detention camps / deported to **** countries.
As a Muslim , we are happy that RAM was saved the trauma and agony of being rendered illegal migrant and non-citizen even though he may have filed a wrong declaration of being a persecuted Bangladeshi/Pakistani/Afghani .
But what about RAHIM ,. who was too had lived for generations in India like RAHIM. But he does not get the protection of CAA 2019 just for being a Muslim.
Don't see CAA in isolation with NRC.
It is the CAA + NRC that is the issue.
It would be even more travesty of justice if RAM had indeed been an illegal migrant and yet getting the benefit of CAA 2019 and RAHIM , despite being inhabitant of India since generations yet denied the benefit of CAA 2019.
Bro ....how do you nrc will require documents of parents or grandparents........ Nrc in assam done in that way......because it was demand by Assamese people......... But that same nrc practice would not be followed in whole india.... Thats why protest of caa is ok in assam or north east but whole india doing protest is shit....... The same apprehension as mine has been expressed by experts also.
Secondly, why doesn't the govt. come out with details of the inevitable NRC. I mean what documents , since what time period would suffice for this purpose. Let there be clarity. Earlier there was no talk of CAA. After the undesirable outcome from Assam NRC , CAA was brought as a solution for non-Muslims only to create problems for genuine Indian Muslims who now will have to queue up in lines to prove their citizenship.

The ones who are going to be traumatized are out in the streets protesting, and those who support the CAA and NRC are mostly the ones who bear animosity towards Muslim and find it relevant that it be applied and in all manners are intent upon making people acknowledge it as harmless. The man who commented above me is trying to have you believe what we both know is not true. In his broken language he will try to justify the CAA until we are forced to accept it.
