A person still has to fill out the paper, send, foid card/carry at all times within your state, so it's not permit-less. Not everyone will get FOID CARD...criminals will not, but criminals do have blackmarket.
Your extremely limited as to where you can carry without the license in Alabama tho . It’s not worth risking losing your ability to own a firearm, basically every place you can carry in the constitution is covered with the license and is not with permitless carry .
