First you gotta find an area where there are bulls wintering, I usually cruise around in the snow and look for big pie plate tracks crossing the road. Then from there it's basically Google Earth and lots of kms on the boots.

Have you tried to hunt fallow deer at Vancouver Island? Seems like they not required any tags and there is all year around to hunt them.
