Teachers can only report concerns to management. They have no evidence, just a gut feeling things are not right. These girls don't tell people what is going on at these young ages. They don't realise they are being groomed with expensive gifts etc. They don't realise they are being used. Teachers report to senior managers but are not told anything further. In fact they are told it is not to be talked about. Many years ago I had a 12 year old abused by her stepfather. She did tell me so I could report it. Teachers can only report concerns to management. They have no evidence, just a gut feeling things are not right. These girls don't tell people what is going on at these young ages. They don't realise they are being groomed with expensive gifts etc. They don't realise they are being used. Teachers report to senior managers but are not told anything further. In fact they are told it is not to be talked about. Many years ago I had a 12 year old abused by her stepfather. She did tell me so I could report it. These girls aren't that forthcoming because they are groomed to believe they are "special. " They do not reveal what is happening. If they did it would be easier to highlight and deal with.
People care but they get shut down. Whistleblowers sadly end up jobless.

My Police Service ended over 15 years ago but I can tell you that before I left Police Officers in the lower ranks were being told not to see what they saw when it came to investigating Muslim sex offenders. We knew that our jobs and futures were in danger if we acted.
