Hello, they are not renting the balloons those are theirs to keep. The framework can be disposable or a rental item. It depends upon the type of framing you have. Best wishes on your balloon decor journey.

I done this design before Jamaican colors, my problem is, the topper is layer against the pole or seating on top, can't seem too make it seat straight?

You are talking about the 3' Balloon, correct? If so, it should nestle nicely on top of the quads. If it's not laying correctly, it means that your pole is exposed. You have to either add another row of quads or resize your balloons so they fill up the entire pole. There is one other trick that I show in a video. I haven't published that video yet but I'll try to have it up by Friday.
