Personally I would've liked it for the first stage music. Reincarnated Soul is great and all but don't you think this would've been a better way to kick off the remake of the game this song is from?

Just because one track was used in the first stage of its original iteration, that doesn't mean it should be used in the first stage of its rebirth, especially given the composition. If it sounded a little less epic, then sure, it could be used at the beginning.
The reason it reminds you of TMNT is because the instrumentals in this game was intentionally mimicking the sound engine of Konami's games from back in the '90s. Both TMNT games and Castlevania were produced by Konami.
