I think what hulk needs is a bit of health back for every hit, just like how doomfist gets shields back on melee hits. Thus would balance his survivability without making him too broken, as his base damage is still weak. This would also be lore accurate, as the hulk gets stronger the angrier he is, and the more he punches, the angrier he gets. Without anything to punch, he just dies out.
