This comes as the Israeli Defense Forces continues it's mission to eliminate Hamas with Rafah playing a key role in operations. It’s not legally enforceable as there is no mechanism in place to do so. In order to make it enforceable, you’d need a UN Security Council resolution against Israel to enforce or impose any measures. Seeing how the U.S. would veto such resolution, it’s not going to come to fruition.
