What's the difference between above two sentences according to meaning?
I'm not getting first one .
# Similarly, I'm not getting below sentences as well
1: According to the 1991 Census, the highest percentage of population in India *is to be found* in the age group of 15 .
2 : The National Investment Fund *is* *to be* *maintained* without the Consolidated Fund of India .
3 : Local government finances *are to be* *provided* by a commission .
