I went to VFS yesterday they refused to submit my DoV bcoz they are asking for acceptance letter. I have pre admission letter and pre Enrollment summary. But they are still asking for acceptance letter. Pre admission letter not valid. Please reply is it true or they are making me fool.

Hello, then in this case, no need to apply for DOV. You can directly apply for visa with the mail from Kolkata where it's mentioned no need to apply for DOV.
Dov and visa can be done on the same day in Mumbai vfs as you mentioned! So can we fly to Italy if we get the visa first and then when the dov arrives we get it transferred or courier to us?
