Make roses in groups of three in two different sizes put two large and one small together and two small and one large together. use first set on top and second set on bottom tier.

The cutters do make the process a bit easier but the bottom, at the toothpick, is so thick and you can see it is impossible to place them flush on a cake or cupcake
Elondra Rutherford No, your icing isn’t stiff enough to hold because it’s got too much moisture or it’s too hot. Decorating icing needs to be pretty stiff. If you’re using American style buttercream drop the liquid amount you’re using or increase the amount of powdered sugar. If you’re using a Swiss or Italian buttercream make sure your sugar gets to the right temp, if it’s an ermine style icing you need to make your roux thicker, either by increasing the flour or dropping the liquid. If you’re following a well tested recipe like the Wilton one you may be measuring your ingredients less precisely than you need to. If you’re measuring by weight ( best method) make sure your scale is accurate, if you’re using volume make sure you use liquid cups for liquids, dry for dry .

Do you mean to hold them as they dry? yes The kit they sell comes with the pink foam in it also one that looks a bit like the white pad that she made them on.
When I did mine years ago for my sister's baby shower, I used just the floral wire for my roses (no polystyrene). Once the roses were done, dry, dusted and steamed (if desired), I cut the wire down to the base and covered the exposed area with a dab of gumpaste. I am sure there are other ways, but this is what I did. Hope it helps you! ... Happy baking! : )
first the rose had no polystyrene in it it is all gum paste second the toothpick is easy to remove third gum paste does not taste super great like gum it is more like tooth paste flavor and I have never wanted to eat a tube of tooth paste . the rose is a keepsake like for a special day to remember it by.
Is there anyway of getting rid of the toothpick? I want to make it for my nieces 4th birthday cake but I'm worried about having small children dig in if there's a sharp stick.

cut a large freezer bag up the sides leaving the fold intact you can lift up the top and store your small pieces in that. I use one all the time.

You could use thicker spaghetti since that is edible. The flowers are not meant to be eaten though.
if you remove the tooth pick after it hardens just dont use the glue in the second step
