Replacements must be placed in cities in the units' home country or on an HQ in any hex in the units' home country, up to the stacking limits (three one-step units is the maximum per hex, if it was empty at the beginning of the Replacements phase). You can place replacements in Königsberg and on the HQ unit in East Prussia (two steps). These replacement locations are closer to the front and they are part of Germany. An air base is any supplied road hex with a unit of that nationality, so the hex to the East of Königsberg is a valid air base.
Awesome. Thanks for pointing that out. I've since sorted out that East Prussia is part of the Germany Home Country. And you pointed out helpfully that Air Bases can be on a road with a unit on it.
I loved that in the original TK! rules there was a designer's note explaining that the game would no be damaged if you got some rules wrong. This is a dense and complex game, but not an impossible one, and the journey is definitely worth the effort. Even if you miss some rules, you are going to have fun and you will want to play again, to see what the game is like when played right!😉@@GamesfromtheFront
