No it's more of a suggestion, kotoamatsukami can rewrite someone fundamentally through a genjutsu that doesn't change the target overtly but more of they want to do what is suggested, i.e when Itachi got hit with it in the anime it conflicts with Kabutos orders to attack Naruto where shisuis eye had told him to protect the leaf
