The purpose is to create a smooth interface surface between the hoof and the shoe and to seal the cut horn tubules, making them less likely to dry out in a dry climate or take on moisture and soften in a wet environment. The intense heat also tends to kill any fungi and bacteria that may cause problems in the hoof.
Could you potentially harm the horse, by accidentally cutting one hoof too short? And by that I mean would they become off balance and become lame? Or are their legs long enough and hooves short enough they'd overcome a too short hoof job?
You would know it if the horse was in pain. The hoof where he is nailing is does not have live tissue. It is like clipping your fingernail. The live tissue is back at the hair line and deep inside the hoof, not the outside where he is nailing. That is all keratin hoof wall.

I'm curious, why do you apply the heated shoe to the hoof? Does it harden the newly exposed hoof material?
