I just noticed on rewatch. I think Marine was either purposely throwing or was convinced she was on the middle path. She constantly avoided tiles that would allow her to win at the end and went for tiles that would allow her to win if she was on the middle path (which often tied with someone else who needed them). Judging by the coincidental timing with Pekora winning, it's also possible she just wanted Pekora to get to the end as well to see how far her poor luck would go.
