It's just widely known that Ilonggo also refers sa Hiligaynon and hiligaynon speakers just like Bisaya is a term for Cebuano speaking people even if they're not from Cebu
Ilonggo are the inhabitants of Iloilo. When you say Ilonggo it really refers "a person from Iloilo" hiligaynon is the dialect we speak and mostly all provinces in Western Visayas but if you're from Negros I believe you are not Ilonggo but Negrense. Kasi if you are also Ilonggo then what is Negrense or Negrenses? You might have forgotten about it? That's why we always ask a person when he speaks Hiligaynon and say his Ilonggo we always do a follow up question taga saan ka? to kwow your origin. Diba awkward? Pero pag sinabi mo Negrense ako automatic we know thwt you are from Negros. So don't get confuse.Ang ganda kaya ng Negrense na word but some of you are sometime ashamed to use it. Correct me if I'm wrong.
I agree with ur comment jake, kaso nakasanayan na ng lahat na ang illonggo is a dialect or a language the same with hiligaynon.. Parang chipwera na nga ang term na hiligaynon.. Hindi na alam ng karamihan yan kasi ang pgkaka alam nila.. Ilonggo is a language or dialect,.
Learned this from someone. Might be helpful too. Basically, Ilonggo/Ilongga/Cebuano is the person. Meanwhile, Hiligaynon is the language of Ilonggos and Bisaya is also the language of Cebuanos. :)

Bisaya or Visaya is an umbrella term to refer to either the people of the Visayas Region or the Visayan languages. Examples of Visayan people: Boholanos, Cebuanos, Ilonggos, Negrosanon, Waray, etc. Each tribe/group has its own language. For example, Ilonggos speak either Hiligaynon or Kinaray-a (as their first language) or both. Ilonggo is the speaker, thus it is wrong to refer Ilonggo as a language. Another problem is that (most) people usually associate Bisaya/Visaya with the Cebuano language. It should not be because it is much wider in scope. Let' go to the specifics of the Hiligaynon language: (1) pamahaw is (specific to) breakfast, (2) utan is vegetable, (3) balinghoy is cassava, (4) lipong (dizzy/faint), daku (big), and gamay (small). Dialect means a variant of a certain language. For example, in the Cebuano language these are some of the dialects: Cebu Cebuano, Dumaguete Cebuano, Davao Cebuano, etc. Examples of Hiligaynon dialects: Iloilo City Hiligaynon, Bacolod City Hiligaynon, Capiz Hiligaynon, South Cotabato Hiligaynon, etc. I hope I have made things in proper perspective. Thank you very much.
