The vowel in "the" is only pronounced as a schwa before words that begin with consanants. Before words that begin with vowels, it is pronounced as a high /i/ sound

Native speakers definitely treat these sounds a consanants, which is why we say _a waterfall_ and not _-an-_ _waterfall._ This phenomenon even affects wors that are written with a vowel but pronounced with a Y: _a university_ and not _-an-_ _university_
