As someone who grew up playing Mario Kart Wii, with hard CPU, frantic items, 150cc and friends that were just as fucking competitive as me:
Yes, it is as painful as anything, especially with how broken and useless a bunch of the items can be. (Thundercloud can just fucking die tbh.)
