Shong Lue Yang was the person that created the written system for the Hmong and Khmu people back in the 1950's. He was half Hmong half Khmu. His father was Hmong and his mother was Khmu.
In the 1950's a half Hmong half Khmu created written script for the Hmong and the Khmu. However, the Khmu people did not think it was important to them. They did not keep it and did not teach it to their children. Hmong people kept it and teach it to their children. Now I would say 30% Hmong people can read and write. There is also a Black guy in UA-cam can read and write it too.
Maybe Khmu people did not think that the script is important to them because it's not popular, and the creator was not 100% Khmu blood. He was half Hmong and half Khmu. okay, i'm laos rite....and in laos some pplz speak like laos, khmu, n other languages. but i happen to speak khmu, not laos. my mom n her family speaks khmu and laos. ne ways.....so in ur language, how do u say hi or good morning??
To Khmu people, since Khmer and Khmu are closely relate why Khmu people learn Khmer written system and use it. Instead use Lao written system as daily use. I know Lao written system much easier since a lot of Khmu people are from Laos. To be appropriate, Khmu should use Khmer scripts. This is just my opinion. There is nothing against Khmu people.

Khmu is no Khmer but Khmu has Khmer roots. Long long time Khmu came from Khmer.
