i could fight the cops out in the open like that without mods, alls you have to do is activate trevors ability. i was actually able to run across half the city full wanted level because basically the cops have to chase you on foot if your running and that infinite spawning vehicle cheese wont work. you should probably practice more on switching enemies too, im a bit faster and i use a controller to where your using a mouse, you should have 2x more strafe speed than me since i still have to line up certain shots at some points when they are closer up to the character. also hip firing to a helicopter wont do anything if your going to hipfire at helicopters just do it with a minigun. in my opinion people should play this game in first person with mostly a pistol, the game just feels more natural that way, although you will need a sniper for enemies that are on ledges shooting at you.
