The mall’s owner, Westfield, instituted a policy no one under 18 without an adult after 3:00pm on weekdays and all day on weekends. This has largely solved the problem so far. This area in Carson is filled with decent, law abiding, working class people who go about their business without incident. Hopefully they’ll institute the same policy.
But not one arrested! Not one single solitary arrest! And what does this tell you? What does it tell you when nearly a hundred teens comit acts of crime and violence. And not one, NOT A SINGLE one is arrested!

You're not wrong, sending them out to clean up streets, parks and underpasses, to feed the homeless, etc would give them purpose and community. Thing is you need taxes to support that and people with money wont' vote to raise their taxes to support a rise in community services.
